NBU sets red lines for cryptocurrencies: what will change for the market

During the annual international forum 'Financial Monitoring 2025 – Eurointegration Perspectives of Ukraine's AML/CFT System', representatives of the National Bank discussed the implementation of regulation and oversight of the circulation of virtual assets in Ukraine.


Oleksiy Shaban, Deputy Head of the NBU, spoke about the bill on regulating the circulation of virtual assets, which was approved in the first reading by the parliament. This bill still requires further refinement before final approval, but already contains provisions regarding the powers of the National Bank.


'To ensure that the market of virtual assets in our country operates safely and effectively, it is necessary to clearly define the powers of its regulators, including the NBU,' emphasized Oleksiy Shaban.

The NBU plans to be responsible for regulating fiat money and monitoring electronic money tokens.



Risk Assessment in Financial Monitoring


In 2025, the National Bank will conduct a National Risk Assessment in the field of financial monitoring. According to the results of the sectoral assessment, the risks of money laundering were found to be medium for the financial sector, but their consequences are most felt by banks and insurance companies.


'Malefactors continually refine new schemes for laundering 'dirty' money, so the financial monitoring system must constantly adapt to these threats,' noted Anna Lypska, Director of the Financial Monitoring Department of the NBU.

The results of the National Risk Assessment will become part of the risk assessment system for entities of primary financial monitoring.



In the event of the implementation of regulation of the circulation of virtual assets, the National Bank of Ukraine is taking a big step towards stabilizing the financial market and preventing financial crimes. The introduction of a strict financial monitoring system is a key step in combating abuses in this area and forces offenders to seek new ways to circumvent the system.
