Ukraine's New National Resistance Law: What Students and Pupils Can Expect

Ukraine's National Resistance Legislation

Ukrainian President Volodymyr Zelenskyy has signed into law Bill No. 13347, a measure designed to prepare citizens for national resistance. This new legislation introduces a mandatory academic subject titled 'Fundamentals of National Resistance' in educational institutions and will also update the existing 'Defense of Ukraine' curriculum. The training will be compulsory for all students and pupils, regardless of gender. This move formalizes a broader societal shift towards civil defense preparedness in the face of ongoing conflict.

Key Provisions of the Law

A central initiative of the law is the establishment of specialized Citizen Preparedness Centers for National Resistance in every region of Ukraine. These centers will be tasked with conducting practical training sessions, including:

  • live-fire exercises at Ukrainian Armed Forces training grounds,
  • exercises at certified shooting ranges,
  • training using modern interactive simulators.

Individuals whose religious beliefs prohibit the use of weapons will have the option to replace the firearms-related modules with alternative components of the training program.

Furthermore, the law stipulates that people with disabilities or those who have lost their capacity to work will be exempt from the practical training sessions. The Cabinet of Ministers of Ukraine has also adopted a resolution approving the procedures for creating and operating these centers, as well as the requirements for their activities. Separately, for entry into state service, men under the age of 60 must have experience in military or equivalent service, though completing basic general military training (BGMT) is not a mandatory prerequisite.

The enactment of the National Resistance Law reflects the state's heightened focus on national defense and preparing its population for potential threats. The creation of the Preparedness Centers and the new academic courses are intended to bolster national consciousness and the public's readiness to act if necessary.
