Zelensky conducted personnel changes in the Security Service and National Security and Defense Council: new appointments and dismissals

Personnel Changes in the Security Sector and the Ministry of Foreign Affairs

President of Ukraine Volodymyr Zelensky signed decrees on personnel changes in the security sector and the Ministry of Foreign Affairs. Kyrylo Budanov has been added to the National Security and Defense Council, while O. Ivashchenko has left the ranks of the NSDC.

There have also been significant appointments in the new composition of the Security Service of Ukraine:

  • Oleksandr Poklad became the first deputy head of the SBU;
  • Andrii Tupikov – deputy head of the SBU;
  • Denys Kylymnyk received the position of deputy head of the SBU and headed the Antiterrorist Center.

At the same time, Serhii Andrushchenko, Serhii Naumuk, and Oleksandr Dubrovyn were dismissed from their positions. The decrees on these personnel changes took effect upon publication. President Zelensky also held a meeting with the Minister of Foreign Affairs Andrii Sybiha, during which they discussed the results of diplomatic work in 2025 and tasks for the current year.

Zelensky emphasized the effectiveness of Sybiha's work, stating that he does not plan to change the head of the Ministry of Foreign Affairs.

Andrii Sybiha underscored the importance of ensuring that every agreement and partnership works in Ukraine's interest one hundred percent. These personnel changes indicate the President's activity in forming a team capable of addressing the challenges facing the country in today's security situation.

Strategy for Adapting to New Challenges

The personnel changes in the security sector and the Ministry of Foreign Affairs reflect President Zelensky's desire to create an effective team that can respond to current challenges, especially amid rising tensions in the region. The introduction of new individuals into the NSDC and SBU may also reflect a desire to update approaches to ensuring national security and Ukraine's foreign policy. Observers may consider these changes part of a strategy for adapting to new threats and challenges that the country faces.
