Ukraine Defense Contact Group Meeting

On April 15, Ukrainian President Volodymyr Zelenskyy was briefed by Defense Minister Mykhailo Fedorov on the outcomes of the 34th meeting of the Ukraine Defense Contact Group in the Ramstein format, held in Berlin. The meeting, a key forum for coordinating military support, saw Ukraine's international partners confirm new contributions to the PURL program and other defense assistance.

During the briefing, Ukrainian Defense Minister Mykhailo Fedorov also provided an update on losses sustained by the Russian Federation. Norwegian Defense Minister Påt G. H. Håggset was absent from the meeting, but Elbridge Colby, the head of the Pentagon's political unit, participated. President Zelenskyy noted that partners at the Ramstein meeting acknowledged Ukraine's strong battlefield positions.

“I am grateful for this to every one of our combat brigades. There is also a clear understanding of our needs in air defense and in joint weapons production. The main thing is that every commitment announced is fully and timely fulfilled. When our defense capabilities are sufficient, Russia has no real opportunity to achieve its occupation goals.” – Volodymyr Zelenskyy

New Funding and Support

The meeting confirmed new pledges to the PURL program from five partners. Specifically:

  • Norway will allocate over $500 million to supply brigades with drones and $150 million to strengthen logistics.
  • The Netherlands is ready to provide more than €200 million for unmanned aerial vehicles.
  • Spain expressed readiness to work within the European SAFE program.
  • Canada announced a further reinforcement of specified defense priorities.
  • Belgium will also direct additional funds toward supplying ammunition and bolstering air defense.

Gratitude for contributions to the PURL program was expressed to Lithuania and Estonia, which have also joined in supporting Ukraine.

“I thank Germany for continuing our work on air defense and the capabilities of Ukrainian deep strikes. I thank Britain for continuing efforts to supply the necessary drones, and it is important that we further develop joint capabilities.” – Volodymyr Zelenskyy

This Ramstein-format Contact Group meeting underscores the critical importance of sustained international backing for Ukraine as the conflict with Russia continues. The significant financial commitments from allies demonstrate a firm dedication to regional security and Ukraine's defense. Ensuring the timely delivery of pledged weapons and equipment remains paramount for strengthening Ukraine's military resilience against ongoing threats.

In addition to the commitments made at the Ramstein meeting, significant contributions from other allies are also shaping Ukraine's military landscape.
