The ruling team is discussing possible changes in the government, while the Cabinet of Ministers faces challenges of governance and a lack of strong political figures. This was stated by народний député Yaroslav Zheleznyak in a video on his YouTube channel 'Iron MP'.
According to him, after the weakening of the influence of the head of the President's Office Andriy Yermak, the Prime Minister Yulia Sviridenko got a chance to strengthen her role in the power system.
Cabinet of Ukraine: how the balance of power in the government is changing
Zheleznyak notes that the Prime Minister can strengthen her positions through two key tools:
-
direct work with the president
-
control over a group of ministers who were previously considered neutral.
According to him, this group may include:
-
Minister of Economy, Environment and Agriculture Oleksiy Sobolev
-
Vice Prime Minister for European Integration Taras Kachka
-
Vice Prime Minister for Humanitarian Policy Tatyana Berezhna
-
Minister of Social Policy Denys Uliutin.
A separate role, as the deputy notes, is played by the State Secretary of the Cabinet Kostiantyn Mariievych, who helps to transform the political decisions of the president into bureaucratic mechanisms of the government.
At the same time, according to the estimates of interlocutors in the president's team, the structure of some ministries may be reviewed.
Ministries in the government: why the 'economic mega-ministry' may be divided
There is criticism of the merging of several areas in the large ministry headed by Oleksiy Sobolev. It includes economy, agrarian policy, and environment.
Zheleznyak believes this model creates management problems.
The main reasons for criticism:
-
too many powers
-
different and often conflicting areas of work
-
blurred responsibility for results.
Political circles are also discussing the possibility of restoring a separate Ministry of Agrarian Policy.
In addition, the deputy drew attention to the difficult situation in the parliament. According to him, the Verkhovna Rada is increasingly struggling to find votes even for adopting decisions related to Ukraine's international obligations.
This concerns, in particular:
-
implementation of IMF programs
-
implementation of the Ukraine Facility initiative
-
advancement of negotiations on joining the European Union.
According to Zheleznyak, the current management model effectively maintains the situation where the president de facto controls the government, and the prime minister acts as a moderator between the Cabinet, the President's Office, and parliament.
The deputy also suggested that there may be a need to form a new government in the future that will have stronger managers and a real political mandate.
Earlier, Yaroslav Zheleznyak stated that despite the new wave of discussions about possible elections, there is currently no legislative basis prepared for their conduct in parliament.
