Winter assistance 6500 UAH for 660,000 Ukrainians: who will receive it

The Cabinet of Ministers is preparing a new wave of financial support for Ukrainians before the start of the heating season 2025/26. As part of the program 'Warm Winter', the government plans to pay 6500 hryvnias to socially vulnerable categories of citizens. This is reported by RBK-Ukraine citing the draft government resolution.

In total, about 660,000 Ukrainians will receive assistance. 4.3 billion hryvnias have been allocated from the state budget for this purpose. Payments are aimed at supporting people who are particularly in need of assistance during the winter period.

Who will receive 6500 UAH winter assistance

  • children among internally displaced persons - 252,898 persons;

  • people with disabilities of group I among IDPs - 12,800 persons;

  • lonely pensioners receiving a care supplement - 17,500 persons;

  • children under guardianship or custody - 40,900 persons;

  • orphans and children with disabilities raised in foster families or childcare homes - 1,000 persons;

  • children from low-income families - 335,863 persons.

To which account winter assistance will be credited

Payments will be made through the Ministry of Social Policy. Money will be credited to a special account or virtual 'Diia Card', after which it can be used within 180 days from the date of crediting.

According to government representatives, the program aims to 'reduce the burden on the most vulnerable citizens during the increased expenses due to cold weather'. It is expected that the implementation of the project will be part of a broader state strategy for social protection, which the Ministry plans to continue into 2026.

Earlier we reported that at the end of 2025, Ukrainians from vulnerable population groups will be able to receive financial assistance to prepare for the heating season. Funds are intended for households without centralized heating, to purchase solid fuels.
