Reconciliation with TCC: How Businesses Can Avoid Bureaucratic Traps
Ukrainian enterprises are beginning the process of reconciling accounting data with Territorial Centers for Staffing and Social Support (TCC), which is accompanied by bureaucratic difficulties. Lawyer Tetiana Donets explains how to act in various situations to avoid mistakes and delays in the process.
The reconciliation process begins at the end of the year. Enterprises must be prepared for TCC requirements, which include providing paper military tickets and undergoing medical commissions. It should also be noted that there is no concept of 'closing the reconciliation' in the regulatory framework.
“There is no term for closing the reconciliation or closing the reconciliation at all. Therefore, there is no need to close the reconciliation; your task is to fulfill the requirements of paragraph 46 of Order No. 1487.” - Tetiana Donets
The reconciliation consists of two stages:
- interaction of the enterprise with TCC;
- reconciliation with TCC in other regions.
For employees hired before June 2024, it is necessary to provide copies of old paper documents. In addition, current conclusions from the military-medical commission (VMC) are needed for reconciliation. However, the lawyer emphasizes that 'VMC has nothing to do with reconciliation. The employer is not responsible for, and does not send employees to VMC'.
To avoid bureaucratic traps, Tetiana Donets advises businesses to contact TCC to clarify the timing and methods of reconciliation. 'Such actions will indicate your interaction with TCC,' she adds. It is also important to keep evidence of submitting all necessary documents, which can be crucial in case of disputes.
Businesses that take these recommendations into account will be able to simplify the reconciliation process and avoid possible difficulties in interacting with TCC, which in turn will positively impact their operations in a difficult bureaucratic period.
The Importance of Properly Fulfilling TCC Requirements
The process of reconciling accounting data with TCC is an important component for Ukrainian enterprises, as proper compliance with requirements can significantly affect their further activities. Given the existing bureaucratic difficulties, businesses should be proactive in communicating with TCC and follow expert recommendations to avoid potential delays and inconsistencies that could lead to negative consequences. It is also important to note that implementing clear reconciliation procedures can help businesses improve their reputation and relationships with government agencies.
