Blocking Bank Accounts in Ukraine

According to ХВИЛЯ: In Ukraine, there has been no implementation of a norm for the automatic blocking of bank accounts for failure to appear at territorial recruitment centers (TRCs). However, there is a possibility of blocking accounts due to administrative fines. Military enlistment offices do not have the authority to independently block clients' cards, which means that the account blocking process is not automatic.

Punishments for Violating Military Registration

According to Article 210-1 of the Code of Ukraine on Administrative Offenses, TRCs have the right to issue fines ranging from 17 to 25.5 thousand hryvnias for violations of military registration rules. The offender has 15 days to voluntarily pay the imposed fine. If the fine is not paid within the specified period, the case is transferred to the State Enforcement Service (SES), which already has the right to impose arrest on the debtor's bank accounts.

The algorithm of actions leading to arrest starts with a violation of military registration for which a fine is imposed. If this fine is not paid, the case is transferred to enforcement authorities, which can impose arrests on accounts. It is important to note that automatic blocking of draft dodgers' accounts was not adopted during the preparation of the mobilization law No. 3633-IX in the spring of last year.

Thus, currently, the mechanism for blocking bank accounts in Ukraine depends on administrative fines and not on automatic actions of military enlistment offices.
