The State Statistics Service has published official data on Ukrainians' debts for housing and communal services for the first time since the beginning of the full-scale war. As of the second quarter of 2025, the total debt reached 106.6 billion UAH. This does not include the debts of residents of temporarily occupied territories.

For comparison, at the end of 2021, the debt was over 81 billion UAH. Thus, during the full-scale invasion, it increased by 25.6 billion UAH, which is almost 32%.

The largest amounts of debt accumulated for the supply of thermal energy and hot water – 35.2 billion UAH, as well as for gas supply – 32.3 billion UAH. Together, these two items account for over 63% of the total debt.

Among other communal services, the most debt is for electricity – 17.1 billion UAH. Non-payment for cold water exceeded 10.2 billion UAH, for the management of apartment buildings – 8.8 billion UAH, and for waste removal – over 3.1 billion UAH.

According to the latest data from the State Statistics Service, the debt of Ukrainians for housing and communal services continues to grow. The largest debts are accumulated by Ukrainians for heating, hot water, and gas. This indicates a difficult economic situation in the country and possible problems with paying for communal services among certain segments of the population.
