According to Главком: A significant debt burden for renewable electricity generated in 2022 remains a critical issue in Ukraine, constrained by current legislation. The vast majority of this accumulated debt, a striking 95%, is attributable to solar power generation within the sector.

The 2022 debt problem persists unresolved. A change in the formula for calculating payments for energy imbalances that year led to the accumulation of industry-wide debt. The Supreme Court later ruled that the 2022 formula contained errors, leading to its suspension. To date, only 67% of payments for 2022 have been made, highlighting severe financial strain on renewable producers.

Legislative Reform is Required

Experts insist that resolving this crisis requires changes to the law itself. Andriy Kononenkov, a representative of an energy association, stated that regulatory measures alone cannot fix the situation. He argues that amendments to legislation are necessary, as positive outcomes cannot be achieved merely at the level of a regulator's resolution.

Solar energy, which experienced substantial growth, has become the primary source of debt in Ukraine's renewable sector. The initially high "green" tariff created conditions for this debt to accumulate. A memorandum signed with the government in 2020 aimed to regulate the situation, but the core problem remains today. Experts are confident that timely action could have prevented such significant debt from arising.

This debt situation illustrates the broader challenges facing Ukraine's renewable energy sector, particularly solar generation. Given that a major part of the debt stems from legislative and regulatory decisions, the sector's future development depends on how quickly the necessary legal amendments are made. This ongoing uncertainty affects the investment climate and the long-term prospects for green technology in Ukraine, a country striving for greater energy independence.
