According to Главком: In an interview with Ukrinform, Head of the President's Office Kyrylo Budanov expressed deep concern over the issues of mobilization evasion and the troubling societal trend of glorifying those who avoid service. He pointed out a serious contradiction in Ukrainian society: while there are widespread calls to fight for victory, many individuals simultaneously seek to evade the draft.
"This is a huge, an enormous problem!"
Budanov stressed. He added that wars cannot be won without people, posing a difficult question for evaders:
"What will you say to your neighbor who returns from the war?"
Legislative Changes and Public Communication
The process of updating mobilization legislation is now in its final stages. According to the new changes, Ukraine will implement new digital tools for administering mobilization starting April 10, 2026, with their technical rollout having begun in March. Budanov emphasized that society faces a problem with heroizing draft evaders.
"Our heroes are those who are actually fighting on the front lines right now, shedding their blood,"
he noted, highlighting the paradoxical situation where evaders also receive a degree of public attention. This comes as Ukraine continues its defense against a full-scale invasion, where manpower remains a critical factor.
