Should we expect the thirteenth pension in 2026: government decision
The Ukrainian government is working on the idea of introducing a thirteenth pension — a one-time annual payment for certain categories of pensioners. This concerns possible payments already in 2026, but a final decision has not yet been made. The initiative is at the stage of preliminary analysis and directly depends on the financial capabilities of the state budget. This is reported by Vchasy.
According to government sources, several scenarios for additional pension payments are currently under consideration. Financial calculations are being conducted in parallel to assess the possible burden on the Pension Fund and the stability of future payments.
Thirteenth pension in 2026: what payment models are being discussed
The government is analyzing various approaches to form the thirteenth pension. Among the possible options:
-
fixed payment for all recipients;
-
supplement calculated based on the size of the main pension;
-
identifying priority groups with increased need for support.
The main candidates for receiving additional funds may be pensioners with minimal or close-to-minimal payments, as well as the elderly.
Will there be a thirteenth pension: what determines the government's decision
The final decision will be made after the budget planning for 2026 is completed and projected revenues are assessed. The government emphasizes that the introduction of a new payment is only possible if there are no risks to current social programs.
Officials emphasize: the thirteenth pension is viewed as a tool to strengthen social protection, but its implementation should not impact the stability of other pension and social payments.
Recall that from December 1, 2025, monthly payments to pensions for non-working family members of the Heroes of the Heavenly Hundred increased to 12,971 hryvnias.
