The European Commission recommends that Ukraine continue the gradual abandonment of price caps on electricity in all market segments and also cancel special public service obligations in the gas sector. According to 'Hvyla', the National Energy Regulation Commission increased prices by more than 60% in July 2025, but price caps still exist in some markets.

According to the EC report, it is important to create a financing mechanism to protect vulnerable consumers when removing price caps. The European Commission also points out the inadequacy of electricity transmission tariffs, which do not provide the necessary investments and maintenance of networks for the successful implementation of energy reforms.

Condition for the integration of the Ukrainian energy system into the European space
