In various cities of Ukraine, pensioners are facing additional requirements for free transportation in public transport, despite existing state rules. This is reported by Znaj.ua.

Privileged transportation for pensioners: what documents are required

According to the Cabinet of Ministers' resolution, the right to free transport in trams, trolleybuses, buses, and suburban electric trains remains in 2026. To confirm this, it is enough to have the original pension certificate.

However, in some cities, local authorities are introducing additional conditions. According to the author of the YouTube channel «National Thought», Oleksandr, pensioners have started to be required to have special transport cards.

The most common examples are:

  • in Kyiv — «Kyiv card»

  • in Vinnytsia — «Vinnytsia card»

  • in Lviv — «LeoCard».

Without these documents, passengers may sometimes be denied access to transport or warned about fines.

Transport cards in cities: why disputes arise

Such requirements provoke discussions, as the law defines the pension certificate as a sufficient document for privileged transportation. Additional restrictions can create difficulties, especially for people traveling between cities.

For example, a pensioner may arrive in Kyiv and be unable to use the discount in the metro due to the lack of a local card.

In Lviv, there is also a restriction — up to 60 free rides per month, which are available only with the transport card.

Experts note that in cases of violations of rights, pensioners can turn to law enforcement agencies. Legislation clearly states: the main document for free transportation remains the pension certificate.

It is worth reminding that in Ukraine, there are plans to abolish free travel by certificates and introduce a new payment model in public transport.
