According to Главком: Dmytro Lubinets, the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, has appealed to the International Committee of the Red Cross (ICRC) and the United Nations (UN) regarding the possible murder of seven civilians in Pokrovsk. According to information, the Russians shot three fighters of the Ukrainian Defense Forces on December 20, 2025, in an area located south of Hulyaipole. Lubinets highlighted the importance of international response, stating:
