Dnipro's 2026-2027 Heating Season Plan: Building Resilience with Japanese Partnership
Dnipro Prepares for the 2026-2027 Heating Season
According to Міністерство інфраструктури: Dnipro is taking proactive steps to prepare its heating infrastructure for the winter of 2026-2027. Deputy Minister Marina Denysiuk recently visited the city to review a comprehensive resilience plan and discuss preparations for the upcoming season. Her visit included meetings with local authorities and the Ambassador of Japan to Ukraine, Masashi Nakatome, focusing on energy security, infrastructure restoration, and bilateral cooperation. This planning is crucial for a city that has faced significant infrastructure challenges due to ongoing hostilities.
During a meeting with the Dnipro City Council, participants addressed the protection of critical infrastructure, the decentralization of heating systems, and the level of backup power supply. The event was attended by the Head of the Dnipropetrovsk Regional Military Administration, Oleksandr Ganzha, Dnipro Mayor Borys Filatov, and Ambassador Nakatome. Discussions also centered on deepening partnership with the Japanese government in areas of energy resilience, support for internally displaced persons, and post-war recovery.
Partnership with Japan
Dnipro is actively cooperating with the Japanese city of Osaka and the Japan International Cooperation Agency (JICA). As part of this collaboration, the city is already receiving municipal equipment to deal with the aftermath of shelling. A key moment of the visit was the handover of rehabilitation equipment for City Clinical Hospital No. 4 from the Japanese government. Marina Denysiuk and Masashi Nakatome toured the hospital and discussed further needs in the rehabilitation sector with medical staff.
Marina Denysiuk emphasized the importance of the community energy resilience plan, noting that it serves not only as a tool to address current challenges but also as a foundation for long-term development. She stated that Dnipro demonstrates a systematic approach to energy security and is ready to implement complex infrastructure solutions. Synchronizing the needs for the 2026-2027 heating season preparation with the capabilities of the state and international partners is vital for effective planning to ensure uninterrupted heat and water supply in Dnipro.
Priority projects for reconstruction and attracting international and private investment include initiatives in the following sectors:
- Housing
- Water supply and sewage
- Transportation
- Municipal waste processing
The preparation of Dnipro for the 2026-2027 heating season is of great importance given the contemporary challenges the city faces due to military actions and the consequences of shelling. Cooperation with international partners, particularly Japan, contributes not only to infrastructure restoration but also to strengthening energy resilience, which is critically important for ensuring comfortable living conditions for residents. Such initiatives can form the basis for the city's further development and the improvement of its inhabitants' quality of life.
