According to Главком: A tour for foreign medical students was recently conducted in the temporarily occupied city of Luhansk. Ukraine's Center for Countering Disinformation, part of the National Security and Defense Council (NSDC), has assessed this event as an attempt to use information operations to legitimize the occupation. Separately, Ukrainian President Volodymyr Zelenskyy has reiterated the conditions required for a withdrawal of military forces from the Donbas region.
The organized excursion was aimed at students from the following countries:
- India
- Yemen
- Iraq
- Syria
During the visit, the students were shown a local Orthodox church. The occupying administration has previously employed similar tactics by organizing visits to the Donetsk region. According to the Center for Countering Disinformation, involving foreign students is a tool used to create an illusion of international presence and tacit approval of the Russian Federation's actions on the captured territories. Such propaganda tours are a common tactic in hybrid warfare, designed to shape international narratives.
