Introducing the ETIAS Travel Authorization

According to ХВИЛЯ: Starting in the final quarter of 2026, Ukrainian citizens will need to obtain an ETIAS (European Travel Information and Authorisation System) travel authorization for visa-free entry to the European Union. This new requirement applies to all nationals from countries with visa-free short-stay access to the EU, including Ukraine. Each traveler must apply separately and pay a fee of 20 euros per person.

The ETIAS application will only be processed after the fee is paid. It is important to note that this fee is non-refundable, even if there are errors in the application data or if the authorization is denied. Once approved, an ETIAS will be valid for up to three years or until the applicant's passport expires, whichever comes first. The authorization allows for stays of up to 90 days within any 180-day period across 30 European countries, including those in the Schengen Area, as well as Cyprus, Bulgaria, and Romania.

Limitations and New Regulations

However, ETIAS does not grant the right to work or reside long-term in the EU. This electronic permit is solely for short-term tourism, business, or private visits. The final decision on entry remains with the border authorities. If a traveler's passport is replaced, a new ETIAS authorization must be obtained.

The implementation of ETIAS is part of the European Union's broader efforts to enhance security at its external borders and better manage migration flows. This system is similar to travel authorizations used by other nations, like the U.S. ESTA. It will affect millions of travelers planning short-term trips to the EU, requiring more preparation before departure. While adapting to these new requirements presents a challenge for Ukrainian citizens who value visa-free travel, it also maintains a streamlined process for accessing European countries for tourism and business.
