Finland's Financial Commitment to Ukraine's Recovery

This funding falls under the Special Ukraine Recovery Program 2.0 (SPUR 2.0), part of the Multi-Agency Recovery Crisis Fund (MAR). The loan will require approval from the Finnish Parliament before it can be implemented.

Earlier in 2023, Finland extended a €50 million loan along with a €12 million grant to Ukraine under the original SPUR program, which also targeted support for Moldova. Additionally, in September 2026, the Finnish government provided its 34th defense aid package to Ukraine, valued at approximately €290 million-marking the second-largest contribution to date.

International Cooperation and Continued Support

Ville Tavio, Finland’s Minister for Foreign Trade and Development, emphasized that backing Ukraine aligns with Finland’s core values and represents a strategic investment in European security and stability. He highlighted that Russia’s aggressive war has caused significant devastation, making sustained international support essential for strengthening Ukraine’s resilience and rebuilding efforts.

“Supporting Ukraine is a fundamental expression of Finland’s values,” stated Ville Tavio.

Finland’s AAA credit rating underscores its strong financial position, enabling it to contribute meaningfully to global recovery initiatives. The Finnish Ministry for Foreign Affairs reiterated its commitment to Ukraine, framing this loan as a crucial component of international aid and cooperation.

This announcement highlights Finland’s ongoing dedication to assisting Ukraine amid continued conflict.
