Approval of the Agreement to Establish an International Claims Commission

According to Главком: Ireland’s lower house of parliament has ratified the Convention establishing the International Commission on Claims for Damages from Russian Aggression. This makes Ireland the fifth nation to formally endorse the document, which was signed by 36 countries and the European Union in The Hague in December 2025. The following states had already ratified the agreement before Ireland:

  • Ukraine
  • Estonia
  • Latvia
  • Iceland

For the International Commission to officially begin operations, at least 25 ratifications and initial funding are required. Currently, 20 more countries are needed to reach that threshold. The Register of Damages, which has been operational since April 2024, had already received over 150,000 claims by early May 2026.

Global Solidarity with Ukraine

It is worth noting that Ukraine’s Verkhovna Rada ratified the same convention just one week ago. The International Claims Commission represents the second component of a broader international compensation mechanism. As Thomas Byrne stated,

“Russia must be held accountable for all the destruction and damage inflicted on Ukraine.”

This underscores the international community’s serious commitment to securing compensation for the harm caused by the aggression.

Ireland’s ratification highlights the growing global backing for Ukraine’s efforts to recover damages resulting from Russian aggression. With 20 additional ratifications still needed to launch the commission, the international community continues to rally behind Ukraine and push for accountability for war crimes. This development also marks a significant step in the country’s post-war recovery process.
