Russia Allegedly Preparing a Pretext for a Major New Offensive Against Ukraine, ISW Warns
The Situation at the Zaporizhzhia Nuclear Power Plant
According to Главком: Analysts from the U.S.-based Institute for the Study of War (ISW) assess that Moscow may be manufacturing claims of Ukrainian strikes on the Zaporizhzhia Nuclear Power Plant (ZNPP) as a justification for launching a large-scale assault. On May 30 and 31, the Russian-installed occupation administration at the plant alleged that Ukrainian forces had attacked the facility, reporting damage to the turbine hall of the sixth power unit on May 30 and a strike on the plant’s transport workshop the following day.
Ukraine’s Ministry of Foreign Affairs and the Southern Defense Forces have categorically denied these accusations, calling them a smokescreen to conceal Russia’s illegal occupation of Europe’s largest nuclear power station. The Ukrainian Foreign Ministry pointed out that such disinformation campaigns tend to intensify ahead of meetings of the International Atomic Energy Agency (IAEA). On May 31, the IAEA confirmed that its inspectors had observed damage to the turbine hall consistent with a drone strike, but did not assign blame to either side.
Threats and International Reactions
Dmitry Medvedev, deputy chairman of Russia’s Security Council, seized on the reports to issue threats, stating:
“Russia could launch symmetrical strikes against nuclear power plants in Ukraine or even in NATO countries.”
Meanwhile, Ukrainian President Volodymyr Zelenskyy had warned on May 29 and 30 about the risk of renewed large-scale Russian attacks, noting that “the Kremlin continues to ignore international calls for a ceasefire and is preparing further escalation of the war.”
