These conditions are the result of critical failures within the city's energy infrastructure. To mitigate the impact, authorities are prioritizing the establishment of public heating shelters and organizing hot meals for affected residents.

The situation remains tense as of this morning. The lack of heating in around 4,000 Kyiv buildings is severely impacting residents' well-being. Furthermore, the power outage across most of the city is disrupting daily life and hampering the operations of numerous businesses and institutions.

Authorities and energy companies are implementing measures to address the crisis. A key decision has been made to exempt 100% of the personnel from energy and utility companies from military conscription, aiming to ensure a rapid response to electricity and heating failures.
