Kyiv City Council Set to Approve Interest-Free Loan Program

According to Главком: The Kyiv City Council is preparing to approve a program offering interest-free loans for the purchase of generators. This initiative comes as the Ukrainian capital continues to grapple with severe damage to its energy infrastructure. As of February 10, 2026, approximately 1,400 residential buildings in Kyiv remain without heating. The majority of these affected buildings, over 1,100 high-rises, are concentrated on the city's left bank in the Darnytskyi and Dniprovskyi districts, where the Darnytska Thermal Power Plant was damaged.

Additionally, more than 200 buildings in other districts are also without heat due to network failures. The situation became particularly dire following an attack on January 24, 2026, in the Desnianskyi district. This assault left around 600 high-rise buildings in the Troieshchyna residential area without electricity, water supply, and heating. The attack disabled the TEC-6 power plant, cutting off heat to the entire Troieshchyna neighborhood.

Loan Program Terms and Conditions

The interest-free loans are designated exclusively for buying generators. Funding will be provided by the Municipal Enterprise "Fund for the Modernization and Development of Kyiv's Housing Stock." The loan terms will be set at 0% annual interest for a period of up to one year. The following entities will be eligible to apply:

  • Associations of Co-Owners of Apartment Buildings (OSBB),
  • Housing Construction Cooperatives (HBK),
  • Cooperative buildings and buildings without formal associations, represented by authorized co-owners.

This measure aims to alleviate the heating crisis in Kyiv, where attacks on energy infrastructure have deprived residents of basic utilities. Providing interest-free loans for generators can help citizens restore comfort in their homes while repairs to damaged heating networks are ongoing. The program empowers residents of multi-unit buildings to take direct action in securing their own power and heating supply, offering a crucial stopgap solution during a prolonged national emergency.
