Delays in Preparing for the Heating Season

According to ХВИЛЯ: Oleg Popenko, head of the Union of Consumers of Utility Services, has reported significant delays in Ukraine's preparations for the upcoming heating season, specifically in Kyiv, Lviv, Volyn, and Odesa regions. The primary obstacles include a lack of regulatory framework, funding issues, and severe personnel shortages, which collectively jeopardize effective seasonal readiness. This situation is particularly concerning given Ukraine's ongoing energy sector challenges and the critical need for reliable winter infrastructure.

Popenko made these remarks on his YouTube channel, 'Oleg Popenko PRO,' while commenting on a recent presidential statement about the slowdown in preparation. He noted that in the lagging regions, the capital is still connecting generators and gas-piston units purchased last year.

"We lack the regulatory and legal framework, the acts that govern the resilience plan and what they are supposed to do," Popenko stated.

Root Causes of the Delay

The key reasons for the lag are identified as:

  • systemic managerial confusion at the state level;
  • absence of a clear regulatory base;
  • unresolved financing questions;
  • a catastrophic shortage of skilled workers.

According to Popenko, financial provision is the main stumbling block. Furthermore, utility companies responsible for heating and water supply have retained no more than 30-35% of their workforce, severely hampering their ability to complete necessary tasks.

The consequence is chronic delays in commissioning backup power capacities, raising alarm among utility consumers.

"The resilience plan was published when the central budget for 2026 had already been drafted," Popenko emphasized.

The situation demands an urgent response from responsible authorities to prevent serious repercussions for the population during the heating season.

These preparation delays threaten to cause major problems for residents, especially amid rising energy costs and broader uncertainty in the energy sector.
