The Kyiv City Council is checking whether the 30 hryvnia fare corresponds to the real cost of transportation and the quality of public transport. Deputies demand an explanation as to why, after the fare increase, the waiting intervals remain lengthy. This was reported by Kyiv City Council deputy Andriy Vitrenko.

A special commission is checking the 30 hryvnia fare in Kyiv

The temporary control commission of the Kyiv City Council is analyzing the expenses and incomes of transport companies. The inspection is intended to show how justified the fare increase to 30 hryvnias is and what exactly has changed for passengers since the new price was implemented.

According to Kyiv City Council deputy Andriy Vitrenko, even at the increased fare, subway trains have to be waited for seven to eight minutes, while during peak hours, the interval is three to five minutes. A similar situation persists on bus and trolleybus routes.

«The fare already costs 30 hryvnias, but the intervals between trains remain noticeable: 7–8 minutes, during peak hours 3–5. The same problem exists with buses and trolleybuses,» wrote Andriy Vitrenko.

An additional issue concerns the operation of the subway during air raid alerts. Under a yellow threat level, the green line continues to fully transport passengers, while the movement of the red line is restricted due to an open section. Earlier, the intervals of the Kyiv subway were already increased due to safety restrictions.

Kyivpastrans and the metro must disclose real costs

The commission plans to determine the cost of transporting one passenger and also check incomes from advertising, leasing, and using other assets. The calculation will include budget financing of the «Kyiv Metro» and «Kyivpastrans».

«We need to honestly calculate the real cost of transporting one passenger. Look at the income from advertising, leasing, other assets, and budget financing,» Andriy Vitrenko noted.

The question will become particularly acute during the next budget adjustment of Kyiv. If the 30 hryvnia fare indeed covers the economically justified portion of costs, deputies want to understand why transport companies still require significant subsidies.

For Kyiv residents, the check may mean public disclosure of the fare structure and measurable requirements for the quality of transportation. At the same time, the city will have to determine priorities, as budget funds are also needed for defense and protecting critical infrastructure. Earlier, the Kyiv City State Administration described the fare as a compromise, although the calculated cost of the trip was higher.
