According to Главком: Kyrylo Budanov, the head of Ukraine's Presidential Office and former chief of the Main Intelligence Directorate (GUR), was personally involved in special operations inside Russia. According to a commander from the GUR's Timur Special Unit, Budanov participated directly in raids, including those in the Graivoron direction of Russia's Belgorod region. This marks a rare public admission of high-level Ukrainian officials conducting operations on Russian soil.

During one such operation, Budanov's unit was among the first to enter the area. The group paused near a store and a bus stop, indicating a carefully planned mission. As a sign of his direct involvement, Budanov reportedly left his signature and the date at the location. "Let's sit here for a while, because this is also our territory," the Special Unit Commander stated.
