Taxation Deal on International Parcels Finalized

According to 5 канал: During a session of the Verkhovna Rada’s specialized committee, a compromise was reached concerning the taxation of international parcels. A key outcome was the decision to maintain VAT exemption for goods intended for security and defense purposes. This agreement involves expanding the provisions of clause 100, subsection 2, chapter XX of the Ukrainian Tax Code, which governs VAT exemptions on distance sales.

It is important to note that the new VAT regulations for international parcels will not take effect before July 1, 2027. The Cabinet of Ministers of Ukraine will determine the specific list of goods qualifying for security and defense purposes, as well as establish the procedure for refunding any VAT paid. These rules will come into force 45 days after the Cabinet’s decision is officially published in the "Holos Ukrainy" newspaper.

The Cabinet will approve the list of eligible items and the refund process, ensuring that any VAT paid upon receipt of a parcel is reimbursed to the buyer. This approach was the only way to preserve the tax benefits for goods designated for security and defense, fully aligning with the terms of the Memorandum ratified by the Verkhovna Rada with the European Union,"

Meanwhile, the European Solidarity faction has yet to finalize its position on voting for related legislative proposals. At the same time, the International Monetary Fund’s Executive Board has approved an 8.1 billion USD Extended Fund Facility for Ukraine, covering 2026 to 2029. This program commits Ukraine to implementing structural reforms essential for effective post-war recovery and deeper integration with the European Union.

The recently adopted VAT policies on international parcels are poised to significantly influence the market for defense-related goods and contribute to the country’s financial stability during reconstruction efforts. Preserving VAT exemptions for these products also reinforces Ukraine’s commitments to its international partners, particularly under agreements with the EU and the financial support framework provided by the IMF.
