The first program is a one-time payment of 1,500 hryvnias, which will be provided to approximately 13 million Ukrainians, primarily pensioners. The payment will be automatically issued to those receiving a state pension or other social benefit as of March 31, 2026. Eligibility is subject to an income cap: the recipient's total monthly payment must not exceed 25,950 hryvnias. This assistance is targeted at individuals whose benefits do not surpass ten times the subsistence minimum. As noted by the Pension Fund:

"The special April supplement will be received by those citizens whose monthly payment amount does not exceed 25,950 hryvnias."

The second program, a fuel cashback for vehicle owners, also begins in April. It will compensate for a portion of expenses on gasoline, diesel, or autogas. The maximum monthly fuel rebate is set at 1,000 hryvnias, with an overall cashback limit for purchasing Ukrainian goods capped at 3,000 hryvnias. Payments for January have already started arriving in March, and the government hopes to establish a regular monthly payment cycle starting next month.
