lifecell fined 153 thousand hryvnias: why the operator was punished

The National Commission for State Regulation of Communications and Informatization (NCCIR) decided to monitor lifecell and fined it 153 thousand hryvnias for a number of violations. This was reported by the Telegram channel 'MZU - Mobile Communications of Ukraine'.

The regulatory authority issued four orders imposing fines on the mobile operator due to violations identified as a result of user complaints received in early 2025. In particular, the company was fined for failing to provide paid services, unjustified disconnection of customers, as well as for converting subscriber funds into bonuses without their consent.

The NCCIR confirmed such facts of violations:

• inaccessibility of paid services, unfair disconnection or elimination of network damage;
• conversion of subscriber funds into bonuses or other bonuses;
• issues with transferring subscriber numbers.

The total amount of the fine is 153 thousand hryvnias. It is likely that user complaints concerned restrictions in tariff plans due to the cancellation of old offers at the beginning of the year.

The NCCIR confirmed the violations of lifecell and sent it the corresponding fine for abuses in providing electronic communication services.
