Ukraine Launches Major Pension Review, Cuts Some Supplementary Payments

Widespread Audits of Pension Recipients Underway in Ukraine

According to ХВИЛЯ: Ukraine is initiating a large-scale review of its pension recipients, accompanied by new rules affecting specific supplementary payments. These changes impact residents of the Chornobyl Exclusion Zone, honorary blood donors, recipients of 'mountain' allowances, and citizens residing abroad or in temporarily occupied territories. To improve oversight of these groups, authorities plan to establish a dedicated unit within the Ukrainian Pension Fund (PFU) and conduct in-person verification visits by commissions.

Revised Rules for Chornobyl Zone Residents and Other Groups

Residents of the Chornobyl Exclusion Zone will face additional commissions with expanded powers. Notably, a monthly 10% pension supplement for new recipients of the 'Honorary Donor' title is being abolished. It is noted that earning this title requires donating blood 40 times or plasma 60 times. New verification mechanisms are being developed for citizens registered in mountainous areas regarding their 'mountain' allowances. Expert commentators note that tighter control over these payments has become necessary due to uncovered instances of individuals being fraudulently registered in zones with higher payouts.

Furthermore, a draft law is under discussion to create a separate unit within the PFU structure to handle matters concerning pensioners living abroad or in temporarily occupied territories. 'They want to create an entire department, a unit... that will deal specifically with such pensioners: payments, processing, and pension recalculations,' noted one expert.

Additionally, individuals who have already undergone video identification are required to repeat the process this year. 'Those who passed identification need to do it again this year,' emphasized a blogger. In December of last year, high demand for video identification appointments led to queues booked two months in advance. Commissions are also conducting visits to verify the financial status of recipients of subsidies and utility benefits.

'The first is a verification of your financial status for receiving subsidies and benefits for utility payments,' states an expert.

The State Statistics Service is also conducting a social survey among 18,000 families to gauge how satisfied Ukrainians are with their financial situation. This survey includes questions about income and overall living standards. 'And is this money enough for you? Do you think you live well?' asks one of the authors.
