Ukraine's Defense Ministry Clarifies Which Medical Staff May Be Mobilized
Defense Ministry Explains Policy on Mobilizing Medical Personnel
According to ХВИЛЯ: Ukraine's Ministry of Defense has issued a clarification regarding the procedure for mobilizing specific categories of healthcare workers for frontline service. This mobilization, which involves removing their deferment from military service, applies only to certain specialists. These include:
- Sanitary instructors (nurses and medical assistants),
- Paramedics,
- Military-eligible reserve officers with a specialization in 'medical practice' (family doctors).
The ministry plans to enlist these medical professionals under one-year contracts. This move comes as Ukraine balances critical military needs with maintaining its civilian healthcare system during the ongoing war.
Deferment Priorities and Exemptions
Priority for retaining deferment from service remains with staff in essential hospital departments, such as:
- Intensive care units,
- Operating rooms,
- Maternity hospitals,
- Oncology centers,
- Emergency medical services.
It is important to note that the removal of deferment is not automatic and cannot be initiated by an employer's request. The process can only be started by the Ministry of Defense or the Medical Forces Command.
“This is not a mass removal of deferment for all medical workers, but a targeted mobilization related to the needs of the security and defense sector and the actual staffing levels of civilian healthcare.” - Ministry of Defense Press Service
The ministry's actions underscore the critical need for medical personnel on the front lines. Simultaneously, protecting staff in vital civilian roles demonstrates the state's effort to balance military requirements with public health needs on the home front. This policy reflects the broader challenge of sustaining Ukraine's medical infrastructure while supporting its armed forces.
