Licenses for the release of military technologies

According to ХВИЛЯ: The Ministry of Defense of Ukraine has issued 30 licenses for the release of technologies developed by military specialists. This step was made possible by the resolution of the Cabinet of Ministers No. 1310, adopted on October 13, 2025. The licenses have been granted to industrial manufacturers for the purpose of organizing mass production of important military developments.

Priority areas of development

According to the received licenses, the developments cover three priority areas:

• Radio-electronic intelligence, which is an important element for ensuring security and gathering intelligence information.
• Means of countering strike drones of the Shahed type, which have become relevant in the context of modern combat operations.
• Guided munitions with automatic correction capabilities, aimed at increasing the efficiency of the application of firepower.

The Prime Minister of Ukraine Denis Shmyhal emphasized the importance of these developments, noting that 'the best solutions that arise directly in the Ukrainian military must be scaled quickly and work for the defenders.'

Thus, the Ministry of Defense aims not only to develop military technologies but also to ensure their implementation in production to support the country's defense capabilities.
