According to hvylya.net: Deputy Minister of Education and Science Anastasia Konovalova explained the conditions for providing paid services in kindergartens. She noted that these services must be additional to the free educational program and not replace it.

'These are additional services, at the parents' request, and only in this case, there can be no coercion,' emphasized Konovalova.

One of the reasons for this decision is the need for quality control of activities, as previously kindergartens rented out premises without proper oversight. Now, educators have the right to control the quality of services, especially considering safety situations.

'A child cannot be transferred to another group or seated somewhere to wait while the educator goes to conduct activities. This is categorically prohibited and illegal,' explained the deputy minister.

Payments for paid services must be made exclusively in a cashless form, to the official accounts of the institution. Parents should avoid collecting funds on cards or through personal contact. It is also important to consider that paid services cannot include those provided for in the educational program, but specialized activities can be paid.

'Changes in the staffing schedule provide for free English language teaching for children from five years old starting in 2026, which will become part of the state standard,' Konovalova added.

Paid services in kindergartens should only be additional to the free educational program and provided only at the parents' request. It is important to adhere to the rules of quality control and safety situations when providing paid services.
