According to Главком: Despite announcing a moratorium on strikes against energy facilities, Russia has continued its attacks on Ukrainian logistics and infrastructure. Analysis from the Institute for the Study of War (ISW) indicates that while Russia has proposed short-term ceasefires, its military operations have not ceased. A massive combined attack on the night of February 3 confirmed that Russian forces are still targeting strategic sites within Ukraine. This pattern of strikes severely impacts Ukraine's ability to transport goods and military supplies.

Russia has repeatedly rejected calls from Ukraine and the United States for a longer or permanent moratorium. U.S. President Donald Trump personally appealed to the Kremlin to refrain from strikes to allow for diplomacy and due to harsh winter conditions, but these appeals were ignored. Trump also noted that Vladimir Putin had kept his word regarding a week-long pause in shelling Ukraine, which reportedly lasted from Sunday to Sunday.

An Ongoing Aggressive Policy

ISW analysts note that the short-term moratorium does not represent a significant concession from Russia, as its military continued to attack Ukrainian logistics and infrastructure during this period. This situation demonstrates that, despite diplomatic efforts, Russia's actions on the ground continue to cause international concern.
