According to Главком: Ukrainian National Police are conducting a major operation, executing 70 simultaneous raids at medical institutions across the country. The investigation centers on the suspected embezzlement of state funds allocated for patient treatment under national healthcare guarantee programs. This crackdown is a significant effort to document complex schemes designed to siphon off money meant for medical services.

Authorities have uncovered evidence of fictitious medical services and data manipulation within the national electronic healthcare system. The scale of the potential losses in this case is estimated to reach hundreds of millions of hryvnias. A pre-trial investigation is currently underway, with charges being prepared under several articles of the Criminal Code of Ukraine, including:

  • Article 191 (misappropriation or embezzlement of property)
  • Article 364 (abuse of power or authority)
  • Article 366 (forgery by an official)
  • Article 362 (interference with the work of automated systems)
  • Article 367 (official negligence)
  • Article 209 (legalization of criminally obtained income)

The sanctions for these crimes can carry penalties of up to 12 years of imprisonment with confiscation of property. According to reports, detectives from Ukraine's Bureau of Economic Security exposed the scheme, which allegedly involves employees of the medical facilities and officials from the National Health Service of Ukraine. This operation highlights ongoing challenges in Ukraine's public sector following broader anti-corruption reforms.

The National Police stated: 'Investigators from the Main Investigative Department of the National Police and operatives from the Department of Strategic Investigations, together with regional territorial units and prosecutors, and with the assistance of the Ministry of Health and the National Health Service of Ukraine, are carrying out a set of measures to document illegal activities and identify all persons involved.'
