Ukraine is seeking support from Germany for the reconstruction of housing and infrastructure. Ukraine is interested in attracting financial support from Germany for the reconstruction and development of housing for people affected by the war and critical infrastructure. This was stated by the Vice Prime Minister for the reconstruction of Ukraine – Minister for Community and Territory Development of Ukraine Oleksiy Kuleba.

'For people who have left their homes in temporarily occupied territories, housing has become a matter of dignity and safety. Many have not only lost their roofs over their heads but also documents or the ability to prove their rights to housing. We are expanding the eRecovery program and are looking for resources to help all families from the temporarily occupied territories. Support from our partners, including Germany, is critically important for this. Together, we can give people who have lost their homes a chance to start a new chapter in life,' emphasized Oleksiy Kuleba.

The parties discussed the continuation of a joint project with KfW, which provides mortgages for financially capable IDPs through the State Youth Housing Agency. A total of 1,053 loans have already been issued for a total of 35 million euros, with an estimated need for accommodation for about 2,000 families – 75 million euros.

Support for energy efficiency and infrastructure development

The possibility of continuing support for projects on energy-efficient reconstruction of social infrastructure and creating affordable housing for the most vulnerable was also discussed. Plans are underway to retrofit 119 educational institutions across the country – in one school in each district center, energy-efficient lighting systems will be replaced, and solar panels and energy storage systems will be installed.

Support for building institutional capacity, attracting investments in the production of energy-efficient materials, and implementing thermomodernization projects were also on the agenda. Minister Kuleba stressed the commitment to expanding cooperation with Germany in all areas – from housing policy to energy efficiency and regional programs.

Ukraine is seeking support from Germany for the reconstruction of housing and critical infrastructure, as well as plans to continue supporting energy-efficient projects and measures for the development of social infrastructure. Discussions on cooperation plans between the two countries in these areas took place at a high level, indicating the importance of collaboration and support from Germany in the reconstruction process of Ukraine.
