According to Главком: Norway's security service has raised an alarm over intensified Russian espionage activities and the potential recruitment of Ukrainian refugees residing in the country. According to the agency, Russia may focus its efforts on the Svalbard archipelago and mainland Arctic areas to carry out sabotage attacks. These actions could target critical infrastructure that supports Ukraine, given Norway's active provision of military and financial aid to the embattled nation. This warning reflects heightened security concerns across Northern Europe as the conflict in Ukraine continues.
Potential Targets and Strategic Stakes
With approximately 100,000 Ukrainian refugees currently in Norway, Russian intelligence services may see an opportunity to advance their plans. Norway's role as a supplier of natural gas to the European Union and Ukraine makes it a strategically vital player in the region. In 2026, Norway plans to allocate 85 billion Norwegian kroner for civilian and military support to Ukraine and has already provided the country with missiles for the NASAMS air defense system. In total, Norway has dedicated 400 million dollars to Ukraine, with 200 million dollars directed toward budgetary support and another 200 million for the energy sector.
The Norwegian Internal Security Service noted that
"Russian intelligence may see value in carrying out sabotage operations on targets in Norway in 2026."
They also anticipate increased activity from Russian special services, which could concentrate on military installations, allied training exercises, Norway's support for Ukraine, and operations in the High North and Arctic region. Potential targets for attack may include:
