According to Главком: Following the exposure of corruption within its ranks, the head of the Bureau of Economic Security (BES), Oleksandr Tsyvinskyi, has enacted personnel changes and organizational reforms at the agency’s Kyiv regional office. Investigations revealed a legal gap between Ukraine’s ‘Law on the Bureau of Economic Security’ and the ‘Law on Operative-Search Activities,’ which has hindered the BES’s internal control unit from properly documenting corrupt practices inside the agency. In response, the BES-working alongside the relevant parliamentary committee-has drafted legislative amendments that are now awaiting final approval from the Verkhovna Rada.

These leadership decisions came after the Security Service of Ukraine (SBU) and the Prosecutor General’s Office dismantled corrupt schemes within the BES. Law enforcement officials arrested BES officers who had been soliciting bribes in exchange for favorable treatment in business matters and for shielding individuals from criminal liability. Both suspects were caught red-handed by SBU agents. Specifically, a BES analyst was caught accepting an illegal payoff from a Kyiv-based entrepreneur, while a senior detective from the BES’s Kyiv regional office demanded a bribe from a subject of a criminal investigation in return for dropping the case.
