The Situation in Ukraine's Temporarily Occupied Territories

According to Главком: Across the temporarily occupied territories of Ukraine, massive wage arrears have accumulated, particularly at formerly state-owned enterprises in the coal sector and at key infrastructure sites. The most critical situation is found at these previously state-run businesses. For instance, the company Luhanskvuhillia has accrued debts to its miners totaling approximately 169 million rubles.

At the Dovzhanska-Kapitalna mine, salaries have gone unpaid since December 2025. Meanwhile, at the Berdiansk Sea Commercial Port, wage arrears owed to 268 employees have surpassed 20.5 million rubles. Following its seizure, the port was placed under the control of Russian entities.

Paralysis at the Alchevsk Metallurgical Plant and Escalating Security Raids

Furthermore, operations at the Alchevsk Metallurgical Plant are effectively paralyzed, with production on the verge of a complete halt due to a lack of funding for contractors and low wage levels. In the temporarily occupied city of Donetsk, the occupation administration has implemented a scheme to confiscate private vehicles, especially high-mobility models like pickups, Jeeps, and other SUVs, for use by the Russian army.

A new wave of aggressive security raids has been recorded in the Kherson region. Occupation units have intensified checks and detentions of residents in settlements including Henichesk, Skadovsk, Nova Kakhovka, and other towns. These actions point to a tightening of control by the occupation authorities and rising tensions in the area. This coercive pressure compounds the severe economic distress caused by the widespread non-payment of wages.

The wage crisis in the occupied territories highlights a deepening economic collapse, driven by the war and a failure of proper governance. This situation is likely to fuel further social unrest among the population living under the control of the occupation administrations.

The escalation of security raids in Kherson Oblast further indicates that the occupying forces are attempting to maintain a firm grip on the population, a strategy that could have serious consequences for regional safety and stability.
