Payments for Ukrainian Pensioners with Disabilities in 2025

In December 2025, Ukrainian pensioners with disabilities will receive payments from the state, the amount of which depends on the disability group and insurance experience. Payments will be determined in accordance with the established norms, where the pension amount for individuals with disabilities will depend on their group:

  • Group I will receive 100% of the established amount;
  • Group II - 90%;
  • Group III - 50%.

The minimum subsistence level for non-working individuals currently stands at 2,361 hryvnias. It is important to note that the maximum pension amount cannot exceed ten times the subsistence level, with the exception of military personnel. For military personnel with disabilities due to combat actions, the following minimum payments are provided:

  • for Group I - from 16,847 hryvnias;
  • Group II - from 13,822 hryvnias;
  • Group III - from 9,478 hryvnias.

Assistance for Victims of the Chernobyl Disaster

Additionally, for individuals affected by the Chernobyl disaster, minimum payments have been established, which also depend on the disability group:

  • Group I - 9,855 hryvnias;
  • Group II - 7,884 hryvnias;
  • Group III - 6,077 hryvnias.

It is worth noting that the last increase in disability pensions occurred in March 2025. Furthermore, additional payments are provided for individuals with disabilities: 150 hryvnias for pensioners with the third disability group, and for lonely individuals with disabilities in the third group - 50 hryvnias.

The methods for calculating pensions for victims of the Chernobyl disaster include considering salaries for the period from 1986 to 1990 or the minimum wage as of January 1 of the current year. These innovations aim to improve the financial situation of individuals with disabilities in Ukraine.

The planned changes to pension payments for individuals with disabilities in Ukraine are an important step in supporting this vulnerable category of the population.

Taking into account the disability group and insurance experience will allow for a more accurate adaptation of pensions to the needs of different categories of people. The increase in minimum payments, especially for military personnel and victims of the Chernobyl disaster, reflects the state's efforts to ensure social protection for those who need it the most.
