Ukraine's Pension Fund Clarifies Updated Subsidy Rules for Heating Fuels
Ukrainian Pension Fund Issues Clarification on Housing Subsidies
According to ХВИЛЯ: The Ukrainian Pension Fund has issued a clarification regarding housing subsidies for households that use solid fuel, liquid fuel, or liquefied gas for heating. This assistance is crucial for many families as the country continues to face challenges with energy security and affordability. The amount of aid will be determined based on a household's total income from the previous calendar year. Applications for these subsidies can be submitted either online or in person at service centers.
Key Criteria for Subsidy Allocation
The primary factor for calculating assistance is the total income of the household. The procedure for granting subsidies is governed by Cabinet of Ministers Resolution No. 848 and paragraph 35 of the Regulations on Housing Subsidies. For subsidies related to solid fuel, income data from the entire previous calendar year is used. This means that when applying for a solid fuel subsidy in 2026, income from 2025 will be considered.
The subsidy program covers not only solid fuel but also:
- liquefied gas
- firewood
- coal
- briquettes
- liquid furnace fuel
This updated measure is designed to help households manage heating costs amid rising energy prices.
The clarification provides important guidance for households that may face financial hardship due to increasing energy resource costs. Basing subsidies on the previous year's income aims to create predictable calculations, though it may present challenges for those whose incomes have recently decreased. The availability of both online and in-person application channels is intended to make the process of receiving aid more accessible to a broader segment of the population.
