This policy decision successfully encouraged greater electricity imports, which became vital during missile strikes and cold weather. While experts acknowledge its effectiveness, they also note this was a targeted, administrative fix and argue the market requires more comprehensive, systemic reforms to ensure long-term stability.
Andriy Konechenkov, Chairman of the Ukrainian Wind Energy Association, emphasized that raising the price caps 'provided significant help' in this situation.
He pointed to data showing the increased electricity imports 'allowed for a greater mitigation of the crisis,' particularly on evenings when a power shortage occurred during peak hours. 'Moreover, I can tell you that during the shelling and the frosts, it was precisely the increase in import capacity that also helped save the situation,' Konechenkov noted.
Outlook for Energy Policy
Simultaneously, the expert described the decision as a 'point-based' and administrative one. He expressed hope that future legislation would be adopted, allowing Ukraine to operate according to European standards, including the eventual removal of price caps. 'We would like to see some logic in the process, leading us to the adoption of new legislation,' Konechenkov concluded.
Therefore, raising the price caps served as an important tool for supporting Ukraine's energy system under unstable conditions. However, achieving long-term stability will necessitate deeper, systemic changes. The ongoing war has placed immense strain on Ukraine's infrastructure, making energy security a paramount concern.
