Increase of Police Salaries: What Minimum Deputies Propose to Establish
The Verkhovna Rada may significantly change the system of police salary payments. The profile committee has already recommended adopting a draft law that provides for setting a minimum salary level equal to 10 living wages. This is reported by sud.ua.
What Minimum Salary is Proposed for Police Officers
Draft Law No. 6506-1 proposes amendments to Article 94 of the Law on the National Police. The document suggests establishing minimum guarantees for the financial support of law enforcement officers.
According to the initiative, the salary of a police officer should not be less than 10 living wages for working-age individuals established as of January 1 of each year.
Exceptions will apply to cadets and students of specialized educational institutions undergoing training for service in the police.
What Will the Police Officer's Salary Consist Of
The draft law outlines a new structure of financial support for police officers. It will include:
- Base salary.
- Supplement for special rank.
- Seniority bonus.
- Supplement for access to state secrets.
- Bonus for academic degree or scientific title.
- Bonus up to 30% of the base salary.
The document also provides for monthly bonuses for years of service. For example, after one year of service, a police officer can receive an additional 5%, and after 25 years - already 50% of the base salary.
Ministry of Finance Opposed to the Draft Law
The Ministry of Finance did not support the initiative. In the agency, it was stated that the document may contradict the government’s powers regarding the formation of the salary payment system for law enforcement agencies.
In addition, the Ministry of Finance emphasized that the draft law would increase the burden on the state budget and the Pension Fund of Ukraine.
The Verkhovna Rada Budget Committee also confirmed that the adoption of the document will lead to an increase in state expenditures.
Why Ukraine Wants to Change the Police Payment System
The authors of the draft law explain the need for changes by the low level of salaries in the police and the outflow of professional personnel from the system.
Current legislation does not establish minimum guarantees for the financial support of police officers. In addition, the salary indexing provided for by law is practically not carried out.
The document has been in the Verkhovna Rada since 2022. It was adopted in the first reading in March 2025 and is now recommended for approval in its entirety.
