High-Level Dialogue Between NBU and Leading Banks

According to НБУ: The National Bank of Ukraine's (NBU) Executive Board convened with the leaders of the country's 30 largest banks to focus on maintaining uninterrupted banking operations amid escalating attacks on critical infrastructure. The discussions also covered key topics such as economic support, business lending, monetary policy, the foreign exchange market, and the status of public finances.

NBU Governor Andriy Pyshnyi emphasized the stability of the banking sector and its ongoing role in bolstering the economy. He highlighted the rapid growth in lending, particularly in vital areas including energy, defense industries, and regions demonstrating resilience to ongoing challenges. However, recent cyberattacks targeting telecommunications infrastructure reveal new risk factors confronting the financial system.

“My primary message to banks is to never assume that current measures are enough. There is always room for improvement. Institutions must proactively identify overlooked vulnerabilities, assess the interconnections between critical systems, and simulate scenarios involving simultaneous risks to infrastructure,”

Andriy Pyshnyi

Financial institutions are required to promptly report incidents to the NBU and share insights on risks that could impact their operations. The NBU is analyzing the effectiveness of existing regulations and planning further initiatives to support funding for viable enterprises amid wartime uncertainties. Monetary policy decisions, interest rate strategies, currency market developments, and public finance conditions were also reviewed during the meeting.

“No issue is insignificant at this moment. We are all navigating these challenges together,”

This gathering marks a crucial effort to safeguard the financial system’s stability and reinforce economic resilience in the face of ongoing threats. The session underscored the necessity of coordinated action among financial institutions to tackle emerging challenges confronting Ukraine’s banking sector.

Given the persistent military risks and threats to critical infrastructure, effective communication and swift response mechanisms are essential to preserving financial stability and fostering economic growth in the country.

In light of the ongoing discussions about operational resilience within the banking sector, it is important to consider the broader context of Ukraine's financial reforms and international support. The recent international conference on Ukraine's support and reform efforts highlights the collaborative approach necessary for navigating these challenges effectively.
