Ukraine's eOselia Program: Expanding Housing Access

According to Мін. Економіки: In the past week alone, Ukraine's eOselia housing program has facilitated 128 new mortgages, totaling nearly 215 million hryvnia. This state-backed initiative, part of the broader 'Made in Ukraine' policy, aims to support citizens in purchasing homes during a period of significant economic pressure.

Since the start of 2026, the program has seen 1,208 participants secure mortgages for a combined 2.46 billion hryvnia. Borrowers who qualified for loans at a reduced 3% interest rate include:

  • 47 military personnel and security sector workers
  • 9 educators
  • 6 healthcare workers
  • 3 scientists

Additionally, loans at a 7% rate were granted to:

  • 43 Ukrainians without property of their own
  • 20 internally displaced persons

The regions with the highest number of approved program loans are:

  • Kyiv Oblast – 43
  • City of Kyiv – 18
  • Lviv Oblast – 15

The Significance of the eOselia Program

The eOselia program continues to be a critical tool in improving housing accessibility for Ukrainians. Its targeted support for key societal groups-including military members, medical professionals, and those displaced by conflict-highlights a governmental focus on addressing core social needs. This program is particularly vital for stabilizing communities and supporting the workforce.

The rising number of mortgages issued suggests a gradual improvement in housing affordability, which could contribute to greater long-term stability in Ukraine's real estate market.
