High-Level Strategy Session for New Council of Europe Action Plan

According to Конституційний суд: On February 25, 2026, Ukrainian Constitutional Court Judge Olga Sovhira participated in a high-level strategic session dedicated to preparing a new Council of Europe Action Plan for Ukraine for 2027–2030. This new framework, titled 'Democratic Security for Ukraine', is intended to build upon the current 2023–2026 Action Plan for Ukraine, 'Resilience, Recovery, and Reconstruction'. The Council of Europe is a key human rights organization, distinct from the political institutions of the European Union.

Core Objectives of the New Framework

The 'Democratic Security for Ukraine' Action Plan is designed to develop and effectively implement a peace plan for the nation. The document aims to strengthen Ukraine's democratic resilience and support its strategic goal of enhancing security through eventual membership in the European Union. A primary focus is aligning domestic reforms with established European standards.

Key areas of focus outlined for the new plan include:

• Protecting human rights and ensuring accountability to foster peace and stability;
• Promoting social inclusion and safeguarding minorities, vulnerable groups, and women;
• Strengthening democratic institutions and ensuring the resilience of the information space;
• Building capacity and expert knowledge to prepare for elections when conditions permit;
• Reinforcing an independent judiciary and good governance for democratic endurance.
