Year without scheduled inspections: Zheleznyak prepares 7 changes to support business
Member of Parliament Yaroslav Zheleznyak announced seven proposals for supporting business after shelling. Among them is an annual moratorium on scheduled documentary inspections, the return of taxes for destroyed goods, and the simplification of document requirements. He reports this on the Iron MP channel.
According to the parliamentarian, the package was developed together with representatives of companies and business associations. The legislative initiatives are still being finalized and prepared for registration. Therefore, the proposed relaxations are not yet in effect.
What seven changes for business does Zheleznyak propose
The package encompasses inspections, tax calculations, and the restoration of enterprises affected by the war:
- Moratorium on scheduled documentary inspections for one year. Exceptions are anticipated, including for the excise sector, gambling business, and specific inspections for VAT refunds.
- Return of VAT for destroyed goods in cash. The deputy proposes to allow businesses to receive funds in their accounts.
- Return of excise and VAT for destroyed tobacco products. This concerns goods for which taxes have already been paid.
- Return of excise for destroyed fuel. This proposal relates to losses due to enemy strikes.
- Protection of operations whose documents were destroyed by war. The corresponding mechanism is proposed to be extended throughout Ukraine.
- Simplification of requirements for the restoration of supporting documents. Their absence should not in itself cast doubt on an operation confirmed by other primary documents.
- Urgent relocation of surviving excise goods. Requirements for the new storage location are proposed to be fulfilled within 30 days.
According to Zheleznyak, after being struck, an enterprise should focus on restoring operations rather than wasting resources on preparing papers for inspectors. Previously, the deputy also raised the issue of delays in VAT refunds.
How they propose to fund military risk insurance
Separately, the parliamentarian supported the development of a military risk insurance fund. In the model he presented, the annual payment will be 2% of the insurance amount, and the maximum coverage may reach the equivalent of 10 million dollars.
The deputy proposes to ensure funding support through reducing ineffective budget expenditures, without increasing taxes. According to him, the corresponding amendment No. 1913 was included in the recommendations for the first reading of the budget.
This does not yet mean the launch of the fund or the approval of all its conditions. Zheleznyak also called on entrepreneurs to send additional proposals to the draft law. Earlier, he stressed the limited coverage of business by insurance.
