The selection will occur in two phases: on February 28, a panel of 20 experts from 20 participating countries will choose three finalists, after which the German public will vote to decide who represents the nation at Eurovision in Vienna. Ruslana's role will be to assess the vocal talent and stage presentation of the competing artists. This marks a significant international recognition for the Ukrainian artist, as Germany is one of Eurovision's 'Big Five' countries.
Ruslana, who won the Eurovision Song Contest herself in 2004, emphasized the importance of her new position. She stated:
