Ukraine’s Security Service Dismantles Network Supplying Ships to Russia’s Shadow Fleet

According to Главком: Ukraine’s Security Service (SBU) has uncovered an international criminal network that actively helped Russia circumvent global sanctions by arranging deliveries of vessels for Moscow’s shadow fleet. The group included both Ukrainian nationals and foreign citizens, who searched for and purchased maritime ships across European countries. Members handled legal paperwork for the deals and recruited crews for the vessels, which would then set sail after the necessary documentation was completed.
Operations and Arrests
Once at sea, the ships would disable their navigation and location equipment and proceed to designated spots in international waters, where they were secretly handed over to Russian operators. According to law enforcement, Russia uses these vessels to sustain its oil industry and transport resources while bypassing sanctions. The SBU documented deliveries of tugboats, which were employed to escort large oil tankers when entering ports.
One participant in the scheme has already been detained on Ukrainian soil. During searches of the suspect’s property, authorities seized computers and mobile phones. The individual has been notified of suspicion under Part 1 of Article 111-2 of Ukraine’s Criminal Code, which covers aiding an aggressor state. If convicted, the penalty could be up to 12 years in prison with asset forfeiture. Investigative and operational efforts are ongoing, with authorities working to identify other members of the network, including citizens of third countries.
The comprehensive operation was carried out by SBU officers under the procedural guidance of the Prosecutor General’s Office. Earlier, the SBU issued a notice of suspicion in absentia to the head of the so-called Luhansk branch of the Railways of Novorossiya enterprise.
This SBU operation highlights the intensified efforts of Ukrainian law enforcement to combat international crime linked to evading sanctions imposed on Russia due to its aggression.
