Serhiy Shefir Steps Down as Beneficiary of Kvartal UA Amid Leadership Shake-Up
Shifts in the Ownership of Kvartal UA LLC
According to Главком: Serhiy Shefir is no longer the ultimate beneficiary of Kvartal UA LLC, a change that took effect between April 15 and 16, 2026. The company’s new beneficiary is Iryna Pikalova, who serves as the executive director of the Olena Zelenska Foundation, a charitable organization. Additionally, Vadym Pereverziev has joined as the eighth co-founder of Kvartal UA LLC.
These leadership changes coincide with Shefir reducing his contribution to the company’s charter capital from 545,000 hryvnias to 240,000 hryvnias. Meanwhile, Pikalova increased her stake from 105,000 hryvnias at the end of November 2025 to 340,000 hryvnias by April 15, 2026. Pereverziev contributed 70,000 hryvnias to the charter capital.
Official Approval and Exposure
On April 16, 2026, the new ultimate beneficiary of Kvartal UA LLC was officially approved. Notably, the company was registered on November 14, 2025, following the exposure by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) of a criminal group that included Timur Mindich, a co-owner of the Kvartal 95 studio. On November 13, 2025, Mindich, an Israeli citizen, was sanctioned in Ukraine and is currently evading authorities in Israel.
NABU and SAPO announced the discovery of a criminal group that had been exploiting the energy sector. On November 22, 2025, law enforcement placed Timur Mindich and Oleksandr Tsukerman on the wanted list. It is worth noting that Serhiy Shefir served as the first assistant to the President of Ukraine from 2019 to 2024.
It is also worth noting that the contact number for Kvartal UA LLC matches that of Next Line Production, a company owned by Timur Mindich (with a controlling stake) and Serhiy Shefir. In response to these developments, company representatives stated:
Timur Mindich has no connection to Kvartal UA LLC. Our new content will be produced by this new company-the Kvartal team.
These ownership changes at Kvartal UA LLC may represent an effort to distance the company from scandals involving former beneficiaries and to restore its reputation. Amid legal pressure on former co-owners, these management decisions could shape the company’s future operations and market positioning. Support from charitable organizations like the Olena Zelenska Foundation may also open new avenues for socially responsible business in Ukraine.
